Implementation of the Freedom of Information Act (FoIA) in the Judiciary of Bosnia and Herzegovina

 

Balkan Trust for Democracy (BTD) and United States Agency for International Development USAID through East West Management Institute EWMI (within its support program in BiH) finances the realization of the project entitled "Implementation of the Freedom of Information Act (FoIA) in the Judiciary of Bosnia and Herzegovina". The project aims to educate officals from all levels of judiciary on the implementation of FoIA as to enable them to provide information to the third party. The knowledge on FoIA and its applications in everyday work of project benificiaries will be raised through a series of trainings conducted by FoIA experts in cooperation with judges selected.

The Center for Free Access to Information is an independent non-governmental organization registered under the laws of Bosnia and Herzegovina.

 

The Center's mission is to promote the Freedom of Access to Information Act throughout Bosnia and Herzegovina. It provides training, advice and free legal representation to those seeking information to resolve personal issues or to participate in the democratic process.

 

The Freedom of Access to Information Act is an important new tool that empowers citizens and non-citizens alike to seek access to information held by the public bodies of Bosnia and Herzegovina (government and administrative departments, legislative authorities, courts, and prosecutors’ offices as well as government controlled entities (e.g., public hospitals, utilities, etc.).

 

Under the law, any natural or legal person, regardless of citizenship, is entitled to request information from the government and other public bodies. The government is required to respond to the request within 15 days.

 

You have the right to obtain information about your government’s actions, your representatives’ expenditures and your life. You do not need to explain why you are requesting information. Nor can information be withheld from you based on your age, gender, ethnic, religious or national origin.

Right to Know Day

A C T I V I T I E S

The Center for Free Access to Information organizes several activities regarding celebration of the September 28, International Right to Know Day for the second time in Bosnia and Herzegovina.

 

Volunteers and FOIA promotion

As the result of cooperation between CSpi and youth club "Young enthusiats" within local NGO "We for children" (Mi za djecu) young volunteers will distribute promotion material on those locations in the Sarajevo: Fra Grge Martica Square in front Cathedral and in front of information desks in Sarajevo's municipalities Old Town, Center, New Town and New Sarajevo.

 

Presentation of the research's results

The main event would be the meeting of the public institution’s representatives of the highest level, NGO’s representatives and media in
Conference Hall in Center Municipality
Address: Mis Irbi No.1, Sarajevo,
at 11:00 AM.
At this meeting, comparative research results about FOIA-Freedom of Information Act implementation in Bosnia and Herzegovina, Croatia and Serbia will be presented.

What is September 28.?

 

On 28 September 2002 Freedom of Information organizations from various countries around the globe meeting in Sofia, Bulgaria, created a network of Freedom of Information Advocates (FOIA Network) and agreed to collaborate in promotion of the individual right of access to information and open, transparent governance.

 

The group of FOI Advocates also proposed that 28 September be nominated as international "Right to Know Day" in order to symbolize the global movement for promotion of the right to information.

 

The aim of having a Right to Know Day is to raise awareness of the right to information. It is a day on which freedom of information activists from around the world can use further to promote this fundamental human right and to campaign for open, democratic societies in which there is full citizen empowerment and participation in government.
